The Local Governance Regional Resource Center (LGRRC) XI successfully convened the 2nd Quarter Multi-Stakeholders Advisory Council (MSAC) Meeting on May 23, 2025 at The Ritz Hotel at Garden Oases, Bo. Obrero, Davao City. The activity gathered partner institutions and stakeholders who share the commitment of strengthening local governance and promoting inclusive development in the Davao Region.

One of the highlights of the meeting was the presentation on the ongoing partnerships and collaborations of LGRRC XI with Local Resource Institutes (LRIs). These partnerships continue to enhance knowledge-sharing, research, and technical assistance in support of local governance reforms. By engaging LRIs, the LGRRC fosters a culture of innovation and evidence-based policymaking among local governments.
Another key presentation focused on the recent DILG issuances pertaining to the implementation of the Culture of Peace (C4PEACE) Program and its relevance to LGRRC XI and the MSAC. This segment emphasized the importance of building peace and resilience in communities, as well as the role of local governance in promoting inclusivity and conflict sensitivity. The council was also introduced to the Balik-Bayan Internship Program, an initiative designed to address human resource limitations in local government units (LGUs) while providing opportunities for graduating students to serve in their hometowns. The program aims to counter the “brain drain” caused by the migration of skilled graduates to urban centers, while cultivating a sense of civic duty and community service among the youth. Recognizing its potential, the MSAC Region XI approved Resolution No. 2025-02, Series of 2025: “Approving the Balik-Bayan Internship Program: Strengthening Local Governance Through Homegrown Talent and Endorsing the Same to the Commission on Higher Education (CHED) Region XI and the Department of Labor and Employment (DOLE) Region XI for Policy Consideration.” Through this resolution, the MSAC formally endorsed the program to CHED and DOLE, underscoring the importance of institutional support in ensuring its effective implementation and sustainability.

Equally significant was the presentation on the Expanded AMUMA Program, a holistic childcare and community development initiative. Its expansion demonstrates the continuing commitment of LGRRC XI and its partners to address the welfare of children, families, and communities through responsive, people-centered programs.
The 2nd Quarter MSAC Meeting reaffirmed the council’s vital role in providing direction to LGRRC XI as a knowledge and learning hub for local governance. Through strong partnerships, innovative programs, and shared commitment, the LGRRC XI and its MSAC partners continue to drive meaningful reforms and sustainable development in the Davao Region.
