
The Transformative Leadership for Elevated Governance: Refresher Course for Reelected Officials (Cluster 1: Davao City and Davao Occidental) concluded today at The Ritz Hotel, Davao City, wrapping up two days of intensive learning, collaboration, and strategic planning among newly-elected local officials from Davao City, Malita, Sarangani, Jose Abad Santos, Sta. Maria, and the Province of Davao Occidental.




The second day of the course zoomed in on key governance areas essential to building resilient, responsive, and inclusive local communities. The day opened with a session on Localizing Disaster Risk ReductionโClimate Change Adaptation and Community Resilience delivered by OCD XI Regional Director Ednar Gempesaw Dayanghirang, emphasizing the urgent role of LGUs in integrating DRR-CCAM into their local development frameworks to safeguard lives and livelihoods.
This was followed by a presentation on Developmental Local Policies to Improve Performance for Greater Impact by Engr. Ivan Cortez, EnP, City Planning and Development Coordinator of Davao City. Engr. Cortez underscored the value of evidence-based and forward-looking policies in ensuring the effectiveness of local programs and services.
Highlighting the security aspect of local governance, Atty. Christian Bryan Arias of NAPOLCOM XI provided crucial insights on the roles of Local Chief Executives as NAPOLCOM Deputies, reinforcing their mandate in maintaining peace and order in coordination with national law enforcement agencies.
The final plenary session was led by Jackie Lou Ruta and Angeli C. Nacorda of DSWD XI, who tackled Social Protection Measures, stressing the need for responsive and inclusive programs that target the most vulnerable populations and ensure that no one is left behind in the local development process.




In the afternoon workshop, participants engaged in a practical session facilitated by Atty. Camille E. Flores, Assistant Division Chief of the Local Government Capability Development Division (LGCDD) of DILG XI. Through the Starboard and Helpboard exercise, local officials mapped out how their priority programs align with the Philippine Development Plan (PDP) 2023โ2028, while also identifying the capacity development requirements necessary to support each strategic area.
The activity concluded with a strong message: transformative leadership requires vision, collaboration, and concrete action. As the newly-elected officials return to their respective posts, they carry with them renewed perspectives, practical tools, and an inspired commitment to deliver meaningful change in their communities.
The success of this refresher course marks another step in DILG XIโs continuing mission to elevate the standards of local governanceโempowering leaders not only to govern, but to transform.
