The Department of the Interior and Local Government Region XI (DILG XI) has successfully concluded the second batch of the Transformative Leadership for Elevated Governance: Refresher Course for Reelected Officials, bringing together local leaders from Davao del Norte (Tagum City, Panabo City, San Isidro, New Corella, Talaingod, Carmen, Kapalong, and Santo Tomas) and Davao de Oro (Nabunturan, Maco, Montevista, Compostela, Maragusan, and Mabini) for two days of leadership enrichment and governance capacity-building.

Day 2 opened with Regional Director Ednar Gempesaw Dayanghirang of the Office of Civil Defense XI (OCD XI) discussing Localizing Disaster Risk Reduction–Climate Change Adaptation (DRRM–CCA). His session underscored the critical need for LGUs to integrate climate resilience strategies into local development plans to protect communities from disasters and the impacts of climate change.




Following this, Atty. Kevin Hinaloc, Acting Department Head of the Tourism and Cultural Affairs Department of LGU Butuan City, shared the Race 16:16 Program of the Sangguniang Panlungsod of Butuan City—a local governance innovation launched in 2022 that highlights the importance of active legislative action within defined timelines.
DILG XI Assistant Regional Director Charissa T. Guerta, CESO V, took the floor next to discuss Infrastructure Governance, with a particular focus on the Subaybayan Portal and the importance of timely and accurate LGU reporting to ensure transparency and accountability in infrastructure projects.

In the afternoon workshop, Atty. Camille E. Flores, Assistant Division Chief of the Local Government Capability Development Division (LGCDD)-DILG XI, facilitated the StarBoard and HelpBoard Workshops. The exercise allowed participants to align their top local priorities with the Philippine Development Plan 2023–2028 while identifying capacity development requirements for each strategic goal. Atty. Flores emphasized the importance of upgrading LGU capacity to ensure effective and efficient service delivery, stressing that capable institutions are the backbone of sustainable governance.


After the workshops, Atty. Reina Rea Zozobrado of NAPOLCOM discussed the roles and functions of Local Chief Executives as NAPOLCOM Deputies, highlighting their authority and responsibility in ensuring peace and order in their jurisdictions.
Closing the technical sessions, Ms. Jackie Lou Ruta and Ms. Angeli Nacorda of DSWD XI presented the Department’s social protection measures, including the flagship Pantawid Pamilyang Pilipino Program (4Ps), as tools to address poverty and promote inclusive growth.
The activity concluded with a closing message from LGCDD-DILG XI Division Chief Cristina D. Amoy, who commended the participants for their active engagement and encouraged them to carry forward the lessons learned into actionable governance reforms in their localities.
With its blend of policy updates, practical innovations, and hands-on workshops, the second batch of the refresher course reaffirmed DILG XI’s commitment to nurturing leaders who are resilient, strategic, and people-centered—leaders ready to elevate governance and transform communities across Davao Region.
