DILG Opens Third and Final Batch of Transformative Leadership Refresher Course for Reelected Officials in Davao Region

The Department of the Interior and Local Government Region XI (DILG XI) has officially opened the third and last batch of the Transformative Leadership for Elevated Governance: Refresher Course for Reelected Officials on August 20–21, 2025 at The Ritz Hotel, Davao City.

This batch brings together re-elected city and municipal mayors, along with members of the Sangguniang Panlalawigan, Sangguniang Panlungsod, and Sangguniang Bayan from the Province of Davao del Sur, Municipalities of Kiblawan, Bansalan, Sulop, Padada, Sta. Cruz, and Magsaysay, Digos City, Province of Davao Oriental, Municipalities of San Isidro, Boston, Cateel, Caraga, Governor Generoso, Banaybanay, and Manay.

The program opened with the launch of a knowledge exhibit, highlighting innovations and development initiatives from DOLE XI, NNC XI, DTI XI, LGU Butuan City, Provincial Government of Davao Oriental, Department of Economy, Planning, and Development (DEPDev) XI, PIA XI, DICT XI, Municipalities of Governor Generoso, San Isidro, Caraga, and Cateel, Provincial Government of Davao del Sur, and Municipality of Sta. Cruz. Exhibitors showcased governance tools and best practices on employment and livelihood, digital transformation, nutrition, education, and climate resilience—providing LGUs with models that can be adapted to local contexts.

During the morning plenary, participants took part in sessions on Philippine Governance and Public Accountability, and the Philippine Development Plan (PDP) 2023–2028, which laid down the national framework for economic growth, poverty reduction, food security, and inclusive social development. Additional sessions followed on leadership branding and communication, digital governance and smart LGUs, and food security and agribusiness innovations, providing practical insights for responsive and people-centered leadership.

A major highlight of today’s program was the StarBoar Workshop facilitated by Atty. Camille E. Flores, Assistant Division Chief of LGCDD. Through these exercises, participants identified their priority programs, examined their alignment with the PDP 2023–2028.

Tomorrow, August 21, 2025, the participants will continue with plenary sessions mirroring those of the previous batches—covering localizing DRRM–CCA, infrastructure governance, the role of Local Chief Executives as NAPOLCOM Deputies, and social protection measures.
