The Third and Final Batch of the Transformative Leadership for Elevated Governance: Refresher Course for Reelected Officials Officially Concluded on August 21, 2025

The third and final batch of the Transformative Leadership for Elevated Governance: Refresher Course for Reelected Officials officially concluded on August 21, 2025, at The Ritz Hotel, Davao City. The closing marked the end of the three-part series of refresher courses designed to equip reelected local officials in the Davao Region with renewed knowledge, practical tools, and transformative leadership skills to steer their communities toward sustainable and inclusive growth.

The last day of the course gathered participants from the Provincial Government of Davao del Sur, the municipalities of Kiblawan, Bansalan, Sulop, Padada, Sta. Cruz, and Magsaysay, and Digos City; as well as from the Provincial Government of Davao Oriental and the municipalities of San Isidro, Boston, Cateel, Caraga, Governor Generoso, Banaybanay, and Manay. They engaged in in-depth sessions that covered:

Localizing DRRMโ€“CCA with RD Ednar Gempesaw Dayanghirang of OCD XI;

The Race 16:16 Program of Butuan City shared by Atty. Pearl Joy Salas-Dalingay, Secretary to the Sanggunian;

Infrastructure governance and LGU reporting through the Subaybayan Portal with Engr. Charito Cinco, Chief of DILG XI PDMU;

The roles of Local Chief Executives as NAPOLCOM Deputies explained by Atty. Christian Bryan S. Arias, Chief of the Regional Investigation Unit of NAPOLCOM XI; and

Social protection measures discussed by Ms. Jackie Lou Ruta and Ms. Angeli Nacorda of DSWD XI.

A highlight of the day was the HelpBoard Workshop facilitated by Atty. Camille E. Flores, Assistant Division Chief of LGCDD, where participants identified their capacity development requirements to effectively pursue their strategic goals.

As the three-batch refresher course concludes, DILG XI extends its heartfelt gratitude to its partner agencies who generously shared their time, expertise, and best practices throughout the series: the Office of the Ombudsman for Mindanao, Department of Economy, Planning, and Development (DEPDev) XI, Philippine Information Agency (PIA) XI, City Government of Butuan, City Government of Davao, Department of Information and Communications Technology (DICT) XI, Office of Civil Defense (OCD) XI, National Police Commission (NAPOLCOM) XI, and the Department of Social Welfare and Development (DSWD XI).

While this may be the end of the Refresher Course for Reelected Officials, it is not the end of the Departmentโ€™s commitment. In partnership with the Local Government Academy (LGA), DILG XI will continue to provide capacity development interventions for Newly Elected Officials (NEOs) throughout their termsโ€”ensuring that local leaders remain equipped and empowered to deliver responsive, accountable, and transformative governance for their constituents.
