The Local Governance Regional Resource Center (LGRRC) XI and its Multi-Stakeholders Advisory Council (MSAC) conducted their 4th Quarter CY 2025 meeting on November 21, 2025 at The Ritz Hotel at Garden Oases, Bo. Obrero, Davao City, presided over by DILG Davao Oriental Provincial Director Orle A. Cabaobao, CESO V, representing Regional Director Abdullah V. Matalam. The Council approved the minutes of the previous meeting and adopted the agenda, beginning with updates on prior agreements.

The Secretariat reported the endorsement request to DEPDev XI for the integration of two DILG XI-commissioned research initiatives into the Davao Regional Development Plan (DRDP), and the endorsement to DOLE XI of MSAC Resolution No. 2025-002 and the concept note on the Balik-Bayan Internship Program. For the main presentation, Dr. Ronie G. Panes (USeP) presented the policy brief, “Development of a Fiscal Governance Model among Local Government Units in the Davao Region,” highlighting recommendations on digital fiscal systems, local revenue mobilization, procurement transparency, human resource readiness, climate-responsive budgeting, and inter-LGU fiscal cooperation.

The MSAC moved to adopt the study and endorse its findings to the Regional Development Council and other concerned agencies. The meeting also featured the presentation of guidelines for the regional conduct of the Local Governance Reform: Review and Amendment Program (LGC RevAmP) for the review of the Local Government Code of 1991. DILG XI reported that allocated funds for the activity will be programmed for 2026, alongside continued calls for decentralization-related studies and proposals for LGC amendments from MSAC members and Learning and Research Institutions. Under other matters, OCD XI Regional Director Ednar G. Dayanghirang emphasized disaster resilience in local governance, including a call to review policies on the utilization of the 5% LDRRM Fund, and urged stronger multi-stakeholder collaboration to reinforce preparedness and adaptive governance. The meeting concluded with remaining items, including the planned MOA signing with DENR XI as an additional MSAC member.
