The Department of the Interior and Local Government Region XI (DILG XI) successfully conducted the Online Orientation on the Comprehensive Development Plan (CDP) Assessment for Cities and Municipalities on January 20, 2026 via Zoom platform which aimed at ensuring the quality of local plans across the region.

The webinar was participated by the City and Municipal Local Government Operations Officers (C/MLGOOs) who play a critical role in guiding and providing technical assistance to local government units (LGUs) in the formulation/updating of their respective CDPs.
The session started with the reporting of the status of CDPs across Region XI emphasizing on the cities and municipalities with no CDPs or with outdated CDPs, as all LGUs are expected to submit their CDPs for the CDP assessment which shall commence this February 2026 with the establishment of the CDP-Technical Assessment Committee (CDP-TAC) while the actual conduct of the assessment to be undertaken from March to May of this year.

The main focus of the webinar is the comprehensive discussion on DILG Memorandum Circular No. 2021-037: “Updated Guidelines on the Assessment of Comprehensive Development Plans of Cities and Municipalities”, particularly on the guidelines, tools, and processes in assessing CDPs.
The conduct of the online orientation underscores DILG XI’s commitment to capacitating its field offices so that LGUs are effectively guided in formulating development plans that are comprehensive and aligned with national and regional development goals.
