
The Department of the Interior and Local Government (DILG) Region XI successfully conducted the Orientation on the Strengthening Local Governance (STRONGER) for Full Devolution Program FY 2026 cum 1st Quarter Local Governance Regional Resource Center (LGRRC) XI Meeting on May 23, 2026 at The Ritz Hotel at Garden Oases, Bo. Obrero, Davao City.
The activity convened key stakeholders of LGRRC XI, including members of the Executive Committee, Sub-LGRC Coordinators, and the various Sub-Committees on Multi-Media, Knowledge and Information, Capacity Development, Networking and Linkages, and Public Education and Citizens Development, reflecting a unified commitment to advancing local governance initiatives in the region.

A key highlight of the meeting was the orientation on the roles and functions of all LGRRC XI Committee members pursuant to Regional Order No. 2026-062, which reconstitutes the DILG XI LGRRC Committee. The session provided clarity on mandates, delineation of responsibilities, and coordination mechanisms necessary to ensure the efficient and effective delivery of LGRRC services.

The body was also presented with the LGRRC XI 2025 Assessment Validation Report from the Local Government Academy, which offered a comprehensive review of the region’s performance, including accomplishments, identified gaps, and areas for improvement. The results will serve as a strategic guide in refining plans and enhancing program implementation for FY 2026.
Further, the operational direction for the year was outlined through the presentation of the Operational Guidelines on the STRONGER for Full Devolution Program FY 2026, setting the framework for strengthening local governance capacities in line with full devolution.

Complementing this was the introduction of the project proposal for the Local Governance Reform Convention: Review and Amendment Program for the Local Government Code of 1991 (LGC REVAMP). The initiative aims to generate proposed amendments to the Local Government Code through a series of focus group discussions to be conducted by DILG XI and its field operating units, engaging various sectors in local governance to ensure that the proposed reforms are inclusive, responsive, and grounded in actual field experience.
