About Local Governance Resource Center (LGRC)
Initiated by the Department of the Interior and Local Government (DILG), the Local Governance Resource Center (LGRC) serves as a central knowledge hub and skill-building platform. Its primary goal is to empower local government units (LGUs) by providing the tools and information necessary to elevate public service standards and champion transparent, effective governance.
Core Guiding Principles
The framework of the LGRC is anchored on three fundamental pillars:
- Knowledge Management (KM): The foundational strategy dedicated to gathering, organizing, distributing, and utilizing information to meet institutional objectives.
- Multi-Stakeholdership: Cultivating collaborative networks by actively involving diverse groups, including civil society organizations, academia, and the private sector.
- Convergence: Unifying various training programs and institutional resources to create a more cohesive and powerful impact on local administration.
Functional Structure
Operating at both the national level and across all 17 regions, each LGRC is organized into four specialized service arms designed to assist LGUs:
- Knowledge Resource Center: A blended physical and digital repository housing local statistics, legal insights, and proven governance models.
- Capacity Development Facility: A dedicated wing for training, mentorship, and technical coaching tailored for local leaders and personnel.
- Public Education and Citizenship Facility: An outreach division focused on raising public awareness about good governance and inspiring community participation.
- Linkage and Networking Facility: A collaborative bridge linking LGUs with technical experts, academic institutions, and development partners.
Core Value and Impact
Ultimately, the LGRC functions as a vital “knowledge broker,” converting institutional capacity-building into practical, tech-enabled strategies. By bridging these gaps, it equips local administrations to leverage data for smarter decision-making in critical areas like economic growth, climate resilience, and sustainable community development.
