Enhancing MH-IBF-EWS: A Workshop on Knowledge Management, LGU Perspective, and Coordination Mechanisms

Conduct of Workshop on the Drafting of Concept Notes on the Implementation Strategies to include Knowledge Management, Mainstreaming LGU Perspective on EWS per Hazard, and Coordination Mechanisms under Output 2 of the “Multi-Hazard Impact-Based Forecasting and Early Warning System (MH-IBF-EWS) Project” on October 2-4, 2024, in Ritz Hotel at Garden Oases, Davao City.

An intensive three-day workshop facilitated by the DILG Region XI Green Climate Fund focal persons headed by LGMED Chief Phillen C. Larrabaster, Planning Officer III Edgar V. Melo, MLGOO Gwen M. Cornites, Regional Project Officer Ralphkin T. Jimenez, and Quality Management System Officer Jeanriz H. Limosnero with guidance from the DILG-GCF Project Management Office. The regionโ€™s main participants in the activity were MDRRMO Team Lead Lynn M. Dollolosa, Assistant. Team Lead Frances Johan B. Bantayan, GCF Focal Joel Recto, and Erlinda P. Espartero from the pilot LGU of New Bataan, Davao de Oro, whose perspectives highly contributed to the workshop’s output.

The workshop was focused on drafting concept notes for the implementation strategies to include Knowledge Management, Mainstreaming LGU Perspective on EWS per Hazard, and Coordination Mechanisms under Output 2 of the MHIBFEWS project. This session was facilitated by two expert resource persons from the DILG Local Government Academy (LGA), LGOO IV John Kien D. Develos, Project Officer II Raymond James De Castro, and concerned participants from various National Government Agencies (NGAs) and pilot Local Government Units (LGUs). Valuable contributions were also received from key stakeholders, including the World Food Programme (WFP), the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the Office of Civil Defense (OCD), the Mines and Geosciences Bureau (MGB), and the National Project Management Office (NPMO). Their insights played a crucial role in shaping the strategies relevant to the project, ensuring a well-rounded and effective implementation framework. Looking ahead, phase three of the workshop is to be conducted on one of the four pilot sites next month.
